OPINION

DEVINE, District Judge.

Plaintiff commenced this civil rights action pursuant to 42 U.S.C. §§ 1983, 1985, grounding jurisdiction on 28 U.S.C. § 1343. Defendants1 filed various motions to dismiss and/or for summary judgment. The matter came before the Court for hearing, at which evidence was presented, and the Court has examined the pleadings, exhibits, affidavits, interrogatories, and memos on file.
