Plaintiff John Sefick has brought this action challenging a decision by defendant Rose Farina to revoke permission to display certain of his sculptures at the lobby of the Richard J. Daley Civic Center in Chicago. Sefick alleges that the permit revocation violated his freedom of speech rights as guaranteed by the First and Fourteenth Amendments to the United States Constitution.
