On August 19, 1970, the United States filed this action against the Lubbock, Texas, Independent School District (LISD) alleging that the Lubbock School Board had founded and maintained a segregated school system in violation of the fourteenth amendment. After allowing the parties to submit evidence, the district court ordered the School Board to integrate two of the District's all-black schools, Dunbar High School and Struggs Junior High...
