WILKINS, Justice:

Plaintiff, an inmate of the Utah State Prison, initiated this action pro se in the District Court of Salt Lake County to recover $149, which, he claims, is the value of certain personal property taken into custody by prison personnel when plaintiff was moved from one block in the prison to another, but allegedly never returned to him. The complaint alleges negligence on the part of defendants, but does not raise any issues of express or implied contract...
