The Southland Corporation owns and operates, on a nationwide basis, "7-Eleven" convenience stores. In 1972, it acquired a site from the Housing and Redevelopment Authority in and for the City of Minneapolis (MHRA). It opened its store in 1974 and then sought to install self-service gas pumps which are a permitted use under Minneapolis zoning ordinances. The city council's action in refusing a pump permit...
