MATTHEWS, Justice.

The City of Palmer appeals from a jury finding that it breached its contract with the appellee, Dale Anderson, doing business as Anderson Garbage Service. Damages were awarded in the amount of $24,424.00.

Anderson purchased his garbage business from his father in 1973. At that time the business included a sanitary landfill operation, garbage collecting equipment, a certificate from the Alaska Public Utilities Commission...
