Alpstetten Association, Inc. (Alpstetten) owns the water system supplying houses owned by the appellant Kelly in Alpstetten Village, a vacation home complex in the area of West Dover. In 1974, Alpstetten sued the appellant for water assessments allegedly due and owing for the years 1971-1972 through 1973-1974, demanding a sum certain based on those assessments.
