The question presented by this quo warranto proceeding is whether an inhabitant of the territory sought to be annexed under the provisions of Article 9741 must be a "registered voter" in order to vote in the type election prescribed by this statute. The trial court held that the inhabitant, if otherwise qualified, need not be registered, and since a majority of the inhabitants otherwise qualified to vote had not signed...
