This is an appeal by plaintiffs and intervenors, all employees of the Highway Division of the Iowa Department of Transportation, from a ruling of the trial court that §§ 97B.45 and 97B.46, The Code, 1975, permitting each state agency to establish its own retirement policy, are not patently arbitrary and bear a rational relationship to a legitimate governmental interest.
