Respondent Navarette, an inmate of Soledad Prison in California when the events revealed here occurred, filed his second amended complaint on January 19, 1974, charging six prison officials with various types of conduct allegedly violative of his constitutional rights and of 42 U. S. C. §§ 1983 and 1985.1 Three of the defendants were subordinate officials at Soledad;
