MEMORANDUM OPINION

SIRICA, District Judge.

I. Background Facts

This case arises under Title I of the Housing and Community Development Act (HCD Act) of 1974, Pub.L. No. 93-383, 88 Stat. 633, 42 U.S.C. §§ 5301-16 (Supp. V 1975).1 Title I creates a system of federal support to assist local communities in improving the quality of life for citizens in urban areas with low and moderate incomes.
