Plaintiff National Steel Corporation owns and operates four blast furnaces, on Zug Island, in the Rouge River near Detroit. The steelmaking capacity of the plant is determined by the output of the Zug Island furnaces, which normally operate at full capacity around the clock, seven days a week.
