McDONALD, Chief Justice.

This is an appeal by defendants (officers of Del Valle Independent School District) from judgment permanently enjoining them from levying or attempting to collect taxes on plaintiffs (Hackett et al) lands for 1974 and 1975, based on the assessed values for such years.

Plaintiffs sued defendants prior to the closing of the tax rolls for 1974 and 1975 seeking temporary restraining...
