This is an action brought by the relatrix, Katy Marie Wingard (now Katy Marie Rotramel), to determine the paternity of her son, Paul Jason Wingard. Although Alfred Eugene Sill was found to be the father, plaintiff appeals because the district court (1) found K.S.A. 38-1106 to be unconstitutional and (2) allowed the father visitation rights with the child.
