DAVISON, Justice:

In this case, we are called upon to determine whether the provisions of 22 O.S. 1971 §§ 277 and 278, which provides for a deafmute's entitlement to an interpreter following arrest, are applicable when a deaf-mute is arrested by law enforcement officers of a municipal corporation.
