Plaintiffs, residents of southern Missouri, have filed a pro se civil lawsuit challenging defendants' actions during the ratification of the Panama Canal Treaties. The complaint alleges that passage of the Canal treaties violates plaintiffs' constitutional rights and amounts to larceny, fraud and conspiracy.
