Appellant Harry Koch appeals from the involuntary dismissal of his case for failure to show right to relief.

For reversal appellant argues that the trial court erred in finding that he failed to establish element § 562(c) of the Check Forgery Insurance Fund, 31 U.S.C. §§ 561-564.
