SULLIVAN, Judge.

This is a class action brought on behalf of approximately 4,834 state employees who were allegedly "demoted" by reason of the State Personnel Board's plan to reclassify the positions and compensation of such employees. The trial court found that the plan violated statutory and constitutional law and therefore enjoined the "demotion" of members of the plaintiff class. In addition, it ordered reinstatement of the former maximum pay range of each plaintiff...
