In this consolidated decision we act upon two habeas corpus petitions transferred here for decision by the state Supreme Court.

In 1976 both petitioners were charged with crime in San Joaquin County, Lee with aggravated assaults and Froberg with robbery. Both were found not guilty by reason of insanity and committed to Atascadero...
