This is a civil action for judicial review and injunctive relief brought pursuant to 5 U.S.C.A. §§ 704, 705, 706 and for declaratory relief pursuant to 28 U.S.C.A. § 2201. Plaintiff, a non-resident alien, alleges that she entered the United States on January 18, 1974 on the basis of a visitor's visa, and on January 31, 1974 she married James F.
