KELLEY, Justice.

This is an appeal by William Stortz (appellant) of a judgment of the district court affirming an order of the Motor Vehicle Division of the Department of Revenue (department), appellee, suspending appellant's driver's license. The suspension was predicated on the accumulation of twelve points within any twelve consecutive months. Following the suspension, the appellant commenced certiorari proceedings for review of the department's order.
