The underlying issue raised on this appeal is whether, in a representation hearing pursuant to General Statutes § 31-106 (b),1 the state board of labor relations, hereinafter the board, is bound by the present federal procedural rule which bars from representation proceedings any evidence tending to show the existence of an unfair labor practice.
