This is an appeal from an order of the trial court granting the motion of appellee District of Columbia to dismiss the complaint filed by appellant. Appellant, an employee of the District of Columbia, sued the District, its Chief of Police, and Dennis M. West, a District of Columbia police officer, for assault and battery, false arrest and false imprisonment based on an incident involving Officer West in the vicinity of the Hine Recreation Center...
