Petitioner seeks reconsideration of our former opinion, Robbins v. Executive Dept., 31 Or.App. 769, 571 P.2d 154 (1977), in which we upheld his dismissal from the classified service for insubordination. We grant the petition for reconsideration, withdraw our former opinion, and reverse.
