This dispute arose over the possession and ownership of a strip of land abutting an existing highway which the Highway Department sought to widen and improve. Plaintiffs-relators, Alton M. Folse and Frank M. P. Deville, are undisputed owners of two tracts of land situated on or near Louisiana Highway 107 in Pineville, Louisiana.
