DOT condemned 3.060 acres of a 55-acre tract located in Carroll County owned by Southwire upon which it operates a copper refinery. Before the condemnation by DOT, the 55-acre tract had a common boundary to the north with property owned by Roy Richards, Southwire's president and chairman of the board.
