Appellants, plaintiffs in the trial court, filed a two count complaint against defendants, seeking by count I inverse condemnation and by count II damages for breach of contract. Ruling on the defendants' motion to dismiss, the trial court denied the motion as to count I but granted it as to count II on the basis of the doctrine of sovereign immunity.
