This cause is before us on appeal from the judgment of the Circuit Court, Duval County, dismissing the petition against a juvenile charging delinquency based on operating a motor vehicle on a highway of the State of Florida without a valid license, contrary to Florida Statute § 322.03(1).

The question here is whether a juvenile who operates a motor vehicle without a valid driver's license...
