WISDOM, Circuit Judge:

In this Title VII case,1 the Secretary of the Air Force2 concedes on appeal that the plaintiff-appellant, Mrs. Patricia Whiteside, suffered sex discrimination when she first sought a promotion from GS-9 to GS-11. The district court held, however, that it could not conclude that Whiteside would have been promoted in the absence of sex discrimination...
