On November 1, 1976, the Baltimore County Council enacted Bill No. 110-76, which adopted the official Comprehensive Third Councilmanic District Zoning Map for Baltimore County. Among the changes approved by that map was the rezoning of a tract of 409 acres of land known as "Bonnie Blink" (described by the Council as Issue 3-92), located to the north of Shawan Road, west of York Road, and east of Interstate 83.
