The City of Aurora appeals from an order of the trial court refusing to set aside incorporation proceedings for an area known as Eastridge. We reverse.

Eastridge was an unincorporated area which for more than three years had been entirely within and completely surrounded by Aurora. During the afternoon of October 10, 1977, some of the residents of Eastridge filed in the Arapahoe County District Court a petition for incorporation of that area...
