In September 1976 the municipal officers of the City of Augusta granted plaintiff Donald Roy a license to operate a billiard room on Cony Street in Augusta until May 1, 1977. Plaintiff applied for the prescribed annual renewal of his license, which the municipal officers refused on April 13, 1977.
