This appeal involves the construction of Tex.Rev.Civ.Stat.Ann. art. 5221b-14(d) (1971). The appellee, Texas Employment Commission, hereafter called "TEC", rendered an administrative decision that appellant, Jesus Martinez, must reimburse TEC for an alleged overpayment of unemployment compensation.
