This is a proceeding under the Federal Tort Claims Act, 28 U.S.C. § 2671 et seq. Plaintiff has filed this action both in her own right and on behalf of the estate of her deceased husband, alleging that his death was due to the negligence of medical personnel at the Veterans Administration (VA) Hospital in Wilkes-Barre, Pennsylvania.
