Petitioner, Nelson Weaver, appeals from a dismissal of his second post-conviction petition without an evidentiary hearing. On appeal, he contends that the record fails to show that his court-appointed counsel for the second petition complied with Supreme Court Rule 651(c) (Ill. Rev.
