This case presents a challenge to a federal regulation (45 C.F.R. § 232.10(f)), which implements a 1975 amendment to the Social Security Act of 1935 (42 U.S.C. §§ 601-10, Aid to Families With Dependent Children — AFDC). The challenge necessarily includes Washington State's Administrative Code regulation, WAC 388-24-052, which was promulgated to comply with 45 C.F.R. § 232.10.
