The County of Bucks (county) has appealed to this court the decision of the Pennsylvania Labor Relations Board (board) holding that the Bucks County Park Rangers (rangers) are "police" under Act 1111 rather than "guards" under Act 195.2 The decision is significant because police do not have the right to strike and their labor disputes are submitted to compulsory binding arbitration...
