Appellee Association, seeking recognition as the exclusive agent for a nonteacher bargaining unit of employees of the appellant School Board, brought a complaint before the Labor Relations Board on behalf of itself and several of its members, claiming unfair practices by the employing unit. The gravamen of the charge was that, in the midst of a labor dispute, the School Board suddenly decided to opt for contractual janitor services at its high school...
