Plaintiff, Merrill M. Ling, is the owner of two lots in Whatcom County zoned "S-2." The restrictions of this category permit only the construction of single-family residences with a minimum lot area of 18,000 square feet. Ling acquired the lots prior to the adoption of the zoning regulations.
