In its present posture, this case presents only issues of appellate procedure. The plaintiff (Callahan) sought Superior Court review of a decision of the Outdoor Advertising Board (board). See G.L.c. 16, § 13, as appearing in St. 1975, c. 706, § 19. The board had refused to renew three permits for billboards in Williamstown.
