MEMORANDUM OF DECISION

DALY, District Judge.

Plaintiffs in this declaratory judgment action seek to enjoin the City of Ansonia from levying a proposed sewer assessment against city homeowners. Defendants have moved to dismiss for lack of jurisdiction. Because plaintiffs can appeal any sewer assessment to the state courts1 and air their objections in that forum, this Court holds that "a plain, speedy and efficient remedy" exists...
