GILBERT, C.J., delivered the opinion of the Court.

The Legislature, in Laws 1975, ch. 464, now codified as Md. Ann. Code art. 43, § 271A, mandated that the Maryland Board of Pharmacy promulgate a "current prescription price list of the 100 most commonly prescribed drugs, excluding controlled dangerous substances." Section 271A (c). The list is required to "be displayed prominently in the immediate vicinity of the prescription...
