In the Circuit Court for Baltimore County, Twin Lakes Partnership (Developer) sued, insofar as here relevant,1 Baltimore County (County) for damages which occurred when the County refused to allow the Developer to "hook up" to the County's sewer system. In its declaration, the Developer alleged that on 4 November 1968 it acquired a parcel of land lying within the Gwynns Falls Drainage Basin...
