On January 23, 1974, Matthew James Corcoran, a two-year-old child, fell into a ditch in a park near his home and, as a result of the fall, suffered severe brain damage. Actions were brought in the circuit court of Lake County by the parents (plaintiffs) individually and as natural guardians of the minor against the village of Libertyville, the County of Lake, and the township of Libertyville...
