This is an appeal by Northwestern Bell Telephone Company (Bell) from a decision of the district court reversing an order of the Public Service Commission. The Arvig Telephone Company (Arvig) sought and was denied approval from the Public Service Commission to proceed with the installation of certain new equipment which would provide services currently being performed by Bell.
