This is an appeal by Defendant-Appellant the City of Cleveland (City) from a lower court decision that invalidated two City Ordinances.

On May 24, 1976, the City Council of Cleveland (Council) passed Ordinance Number 1137-75. That ordinance enacted Sections 1.4777 and 1.4778 of the Codified Ordinances of the City.
