Luca Fioravanti appeals from a judgment affirming, under G.L.c. 30A, § 14, a decision of the State Racing Commission (commission) suspending his trainer's license for one year. On April 28, 1977, a horse (Gentius) trained by Fioravanti placed second in the seventh race at Suffolk Downs.
