This is an appeal by the Commission on Human Rights and Opportunities. The commission, acting on the complaint of a person handicapped by virtue of a visual disability, found that the Connecticut Institute for the Blind had unlawfully refused employment to the complainant, in violation of § 31-126 of the General Statutes. The Institute filed a petition to the Court of Common Pleas praying that this determination...
