JACKSON, J.

On or about May 11, 1960, Sanford and Florence Likover (plaintiff-appellees) purchased an apartment building from Rose and Anne Stern (intervening plaintiff-appellants). On April 7, 1961, the city of Cleveland (defendant-appellants) placed placards at the entrances to said apartment building, announcing that the building had been condemned.
