Defendants, the appellants herein, are employed as truck drivers for Nicholson Concrete Company. On May 13, 1977, Trooper Click of the Ohio State Highway Patrol stopped Ross Abbot and appellant Orville Reiger, individually, for the purpose of conducting a safety inspection of the cement trucks they were driving. On May 16, 1977, Trooper Click stopped the cement trucks driven by appellants James Rupp and James Paschal to conduct a safety inspection
